The City of Orlando is preparing to develop its 2026-2030 Consolidated Plan, a document required by federal regulations that outlines housing and community development priorities for the next five years. This plan aims to support low- and moderate-income residents, strengthen neighborhoods, and address the needs of individuals experiencing homelessness and those with special needs.
To gather input from the public, a hearing will be held on February 16, 2026, from 9 a.m. to 12 p.m. in the Fairview Room on the ninth floor of Orlando City Hall at 400 South Orange Avenue. The meeting offers an opportunity for residents to share their views on housing and community development issues within the city.
Funding for programs identified in the plan is expected from several U.S. Department of Housing and Urban Development (HUD) sources: Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA). For Program Year 2025, Orlando received $2,522,385 in CDBG funds, $220,965 in ESG funds, $1,207,798 in HOME funds, and $5,638,344 in HOPWA funds. The city anticipates similar funding levels for Program Year 2026.
The city is now soliciting proposals from non-profit organizations serving the community as part of this process. Applications for HOME funding are accepted year-round; HOPWA funds are administered by Orange County. CDBG program funds are designated for affordable housing initiatives as well as community and economic development activities that assist low- and moderate-income persons or special populations within Orlando. The city will prioritize affordable housing projects.
ESG program funds will be available to support emergency shelters along with rapid re-housing and homelessness prevention activities. All activities funded through CDBG or ESG must align with the goals outlined in Orlando’s upcoming Consolidated Plan and comply with federal requirements.
Interested non-profit agencies can apply for PY2026 grant funding beginning February 9, 2026; links to pre-applications for CDBG and ESG programs will be posted at orlando.gov/housing. Final applications must be submitted by March 27, 2026 at 5 p.m. EDT. Preliminary funding recommendations are expected in June.
