U.S. Rep. Maxwell Frost has introduced a new measure in the House designed to give disaster survivors extended time to challenge assistance decisions, the U.S. Congress reports.

Known as H.R.8409, the bill was filed on April 21, 2026, during the 119th Congress’ regular session. Below is our analysis, referencing the official bill text, with explanations provided to clarify the intent and details.

This legislation proposes to revise the Robert T. Stafford Disaster Relief and Emergency Assistance Act by extending the deadline to file appeals on assistance rulings from 60 days to 90 days. The adjustment seeks to offer more equitable timelines for appeals and decisions, giving impacted individuals and organizations increased flexibility to manage the appeals procedure. Additional measures are also included to address unspecified objectives tied to the Act for comprehensive disaster response and assistance.

Rep. Maxwell Frost (Democrat-FL-10th District) introduced the bill with cosponsorship from Rep. Mike Ezell (Republican-FL-4th District), Del. Kimberlyn King-Hinds (Republican-FL), and Rep. Jared Moskowitz (Democrat-FL-23rd District).

Since the current session began, Rep. Frost has submitted 22 other bills.

Congressional bills may be introduced in either the U.S. House of Representatives or the U.S. Senate, other than revenue bills, which must originate in the House. Once introduced, bills are referred to committees where they undergo review, public hearings, possible amendments and debate before a floor vote. If both chambers pass identical versions, the measure proceeds to the president for signature or veto. Congress holds two-year terms, each numbered in order, with two sessions per term. Legislative records and official bill histories are available through Congress.gov.

Maxwell Frost serves as a U.S. representative from Florida. He was elected as a Democrat to the 118th Congress on Jan. 3, 2023, and continues in the following Congress. Frost is a graduate of Osceola County School for the Arts in Kissimmee and attended Valencia College in Orlando.
