The City of Orlando's Housing and Community Development Department is preparing for an announcement from the U.S. Department of Housing and Urban Development regarding the Program Year (PY) 2025-2026 funding allocations. The programs involved include the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS Program (HOPWA).
For PY2024, federal funding was allocated as follows: $2,514,174 in CDBG, $213,100 in ESG, $1,186,469 in HOME, and $5,674,618 in HOPWA. The city expects similar funding levels for PY2025 and is currently inviting proposals from non-profit organizations that serve the community.
Applications for HOME funding are accepted on a rolling basis. Meanwhile, HOPWA funds are managed by Orange County.
CDBG program funds aim to support affordable housing initiatives and community development activities targeted at low- to moderate-income individuals within Orlando. Priority will be given to affordable housing projects.
ESG program funds focus on emergency shelters and initiatives supporting rapid re-housing and homelessness prevention efforts.
Projects funded by CDBG and ESG must align with the goals of the City of Orlando 2021-2025 Consolidated Plan while meeting all relevant federal requirements.
Non-profit agencies interested in applying for PY2025 grant funding can find application materials starting February 10, 2025, on orlando.gov/housing. A public hearing along with an application workshop is scheduled for February 17, 2025, at Orlando City Hall.
Final applications for CDBG and ESG programs are due by March 28, 2025. Preliminary funding recommendations will be made by June 2025.
