Orlando Standard

The City of Orlando has announced a Request for Proposals (RFP) to select a design-build firm for the development of a permanent Pulse Memorial. This memorial is intended to honor the 49 victims of the tragedy that occurred on June 12, 2016. The RFP follows the Pulse Memorial Advisory Committee's advancement of a conceptual design, which was finalized on February 4, 2025.

The chosen firm will be responsible for transforming the committee's conceptual design and control documents into detailed plans. Interested firms can find more information and submit their proposals online by May 29, 2025, at https://procurement.opengov.com/portal/orlando.

The conceptual design includes several key elements: a memorial and reflection space formed by the original Pulse building's footprint; Survivor’s Commons with a tribute wall and seating area; a private gathering space with an Angel Personal Effects Capsule; an Angel Ellipse Site featuring columns with rainbow-colored glass panels; a reflection pool symbolizing peace; a Healing and Prism Garden representing hope; and a Visitor Pavilion providing public accommodations.

Once proposals are submitted, final rankings are expected in summer 2025. The contract will then be presented to the Orlando City Council for approval. The selected firm will oversee both the design and construction phases, aiming for completion by late 2027.

In October 2023, Orlando acquired the site of the former Pulse nightclub to build this memorial as part of its commitment to honor those affected by this tragedy. The city aims to create a meaningful tribute reflecting the collective vision of families, survivors, and the community.
