The City of Orlando is proposing significant amendments to its Program Year 2024 Annual Action Plan, in line with federal regulations on citizen participation for Community Planning and Development Programs. This proposal follows the third allocation of RUSH funding authorized by applicable waivers.
The amended plan will enable Orlando to receive and manage a special allocation from the Emergency Solutions Grant (ESG) aimed at addressing homelessness or risks thereof. This need arose following two major disaster declarations due to Hurricane Helene on September 28, 2024, and Hurricane Milton on October 11, 2024. The Department of Housing and Urban Development (HUD) has designated this fund as Rapid Unsheltered Survivor Housing (RUSH), providing $1,000,000 in ESG funds to the city.
Outlined activities for RUSH ESG funding include Street Outreach ($2,500), Emergency Shelter ($63,000), Rapid Rehousing ($809,500), HMIS ($50,000), and Program Administration ($75,000).
Public comments on the draft documents are being accepted until 5:00 P.M. on Friday, March 14, 2025. Written feedback can be sent to the City of Orlando Housing and Community Development Department at their P.O. Box or via email to sonia.carnaval@orlando.gov.
A public hearing will occur at 2:00 P.M. on Friday, March 14, 2025. It will take place in the Veterans Conference Room on the second floor of Orlando City Hall located at 400 South Orange Avenue.
