The City of Orlando is set to request the release of funds from the U.S. Department of Housing and Urban Development (HUD) on or after March 11, 2025. The funds, provided under the Consolidated Appropriation Act, 2022, are earmarked for a project involving the purchase and installation of an emergency generator at the Villas at Carver Park. This affordable housing facility serves low-income seniors aged 62 and above.
The project will utilize $58,500 to install a generator with a double-walled tank capable of holding 350 gallons of diesel fuel. The Villas at Carver Park is located in Orlando's historic Parramore neighborhood, just west of downtown. Established protocols by the Orlando Housing Authority (OHA) aim to assist vulnerable seniors during natural disasters by ensuring they have essential supplies. However, power outages remain a concern without a permanent generator.
The activity is categorically excluded from National Environmental Policy Act requirements under HUD regulations at 24 CFR Part 58. The Environmental Review Record documenting this determination is available for public review at Orlando City Hall.
Public comments on the Environmental Review Record are invited until March 10, 2025. These comments will be considered before authorizing the fund release request submission.
The City certifies that Mayor Buddy Dyer consents to federal court jurisdiction regarding environmental review responsibilities. HUD’s approval allows using program funds upon certification satisfaction.
Objections to fund release can be submitted within fifteen days following the anticipated submission date or actual receipt if based on specific criteria outlined by HUD regulations. Objections should be directed to Alesia Scott-Ford at HUD’s Jacksonville office.
